1.  Download Easy RingTone Pro (Free)
2.  Search For the video inside Easy Ringtone Pro
3.  Click the “play’ option.  You will get a popup asking if you want to download
4.  The progress of the download will show across the top of the app screen
5.  Once the download completes you can choose it from the videos saved and choose whether you want to save or share
6.  It will ask for access to your photos
7.  This is necessary to save in your camera roll

You will need to be jailbroken to create ringtones using only your iOS 10 device.  However, if you want to create ringtones simply connect to your computer using USB cable to save.  I would suggest saving in dropbox this way you can create ringtones without connecting to iTunes with USB.
